Other regeneration schemes and projects

A number of complementary market restructuring and regeneration projects not directly funded by Housing Market Renewal are underway in the Manchester Salford Pathfinder area:

East Manchester

New Islington Millennium Community – one of seven national English Partnerships’ Millennium Communities projects, this 29-acre site is being radically transformed. On completion it will feature a new canal and water park, more than 1,734 new homes, office space, a school, a health clinic, shops, bars and restaurants.

Miles Platting Housing PFI – the Renaissance Consortium is working for Manchester City Council and New East Manchester to deliver a regeneration scheme that will see the refurbishment of around 1,500 Council properties and the construction of over 1,000 new-build apartments.

Eastlands Homes and Moss Care Housing Stock Transfer – Council homes in parts of east Manchester were transferred to Eastlands Homes and Mosscare Housing Limited during 2003. Major modernisation programmes to benefit over 3,000 homes will be completed by 2009.

Northwards Housing Trust Arms Length Management Organisation – 13,000 Manchester City Council homes in parts of north Manchester are benefiting from £130million investment in the period up to 2011 after transfer of management arrangements to Northwards Housing.

Plymouth Grove Housing Private Finance Initiative (PFI) – the Grove Village Consortium was established in 2002 to improve and manage the Plymouth Grove and Stockport Road Council estates in Ardwick, south Manchester. This involves an intensive refurbishment programme to bring 660 properties up to the decent homes standard in 2007 and the clearance of 400 of the worst-quality properties to create space for the construction of around 660 high-quality new homes for sale.

Central Salford

Ordsall – LPC Living and Salford City Council signed a partnership agreement in May 2006 that could lead to £150million investment over the next five years. A development framework sets out proposals for the use of vacant land in the area and for improvements to roads, footpaths, parks and open spaces, and community facilities. Existing homes are to benefit from improvements. LPC Living has already created 300 new homes in Ordsall, including apartments at The Mill, situated on the River Irwell, and the Quay 5 development, a £24million scheme of apartments on Ordsall Lane.

Pendleton Housing PFI – Salford City Council has been awarded £102million for a PFI proposal that will deliver the high-quality refurbishment of 1,520 homes, the remodelling of 480 homes, and the development of 950 new homes for sale and shared ownership.

Pendleton Housing PFI - Salford City Council has been awarded a share of £200 million pounds and a place on the fifth round of the Private Finance Initiative (PFI) programme. The preferred option for the Pendleton PFI area aims to refurbish approximately 1,250 council dwellings and deliver approximately 800 new build properties for social rent, low cost home ownership and private sale. The PFI will deliver a sustainable mix of one and two bed apartments, and three and four bed family housing..
