Investment Programme

The Manchester Salford Pathfinder's investment programme for 2006 - 2011 has been developed following extensive research carried out between 2003-06. This research identified:

  • An East-West Corridor of depopulation – this includes central Salford, north east and east Manchester, which have all been affected by significant population decline and offer a limited range of residential choice, poor design and physical isolation from economic and social activity.
  • A Cosmopolitan Spine – located from Higher Broughton and Cheetham Hill, running southwards through Manchester city centre down to south Manchester, where there is a variety of choice in tenures and inward movement into the city from students, young professionals, expanding BME groups and international migration.

In order to address the problems of the East-West Corridor and the Cosmopolitan Spine, MSP’s investment programme is organised into:

  • Major Investment Areas (MIAs) where substantial investment is planned over a six to ten-year timeframe. In most cases, these areas suffer from extensive housing market collapse, and offer limited prospect of regeneration without prolonged intervention.
  • Areas of Stabilisation (AOS) where housing market collapse is not as extensive as in the MIAs but conditions are fragile, and where early intervention is needed to avert further and permanent deterioration.
