Governance and Operation

MSP operates as an informal unincorporated partnership between Manchester City Council and Salford City Council.

MSP's Partnership Body – equivalent to a board of directors – is independently chaired by Professor Michael Harloe, Vice-Chancellor of Salford University. It includes representatives from the private sector, key public sector agencies and elected members of the two councils. The Partnership Body's role is:

  • To provide strategic direction for MSP
  • To scrutinise, challenge and make decisions on funding in relation to the plans and investment proposals of the two local authorities that seek to deliver change in the Pathfinder area
  • To hold delivery agents to account in implementing investment on the ground
  • To provide advice and support based on the expertise and knowledge of Partnership Body members.

MSP's Integrated Secretariat carries out the day-to-day management and co-ordination of the HMR programme on behalf of the Partnership Body. A Core Management Team of MSP's director and senior officers from Manchester and Salford City Councils provides advice on strategic issues.

Area-based teams in north, east and south Manchester and central Salford are responsible for the implementation and delivery of the Housing Market Renewal programme.
