Governance and Operation

MSP operates as an informal unincorporated partnership between Manchester City Council and Salford City Council.

MSP's Partnership Body – equivalent to a board of directors – is independently chaired by Emeritus Professor Michael Harloe, Salford University. It includes representatives from the private sector, key public sector agencies and elected members of the two councils. The Partnership Body's role is:

  • To provide strategic direction for MSP
  • To scrutinise, challenge and make decisions on funding in relation to the plans and investment proposals of the two local authorities that seek to deliver change in the Pathfinder area
  • To hold delivery agents to account in implementing investment on the ground
  • To provide advice and support based on the expertise and knowledge of Partnership Body members.

MSP's Integrated Secretariat carries out the day-to-day management and co-ordination of the HMR programme on behalf of the Partnership Body. A Core Management Team of MSP's director and senior officers from Manchester and Salford City Councils provides advice on strategic issues.

Area-based teams in north, east and south Manchester and central Salford are responsible for the implementation and delivery of the Housing Market Renewal programme.
